We're working on auto-conversion for the Inuktitut wikipedia; I have the code written, but had two questions

1) Is there any way to deploy it without getting the changes into mediawiki itself? I understand this takes a long time - do sysops (I'm not one) have access to the actual php files, or can it only be done via bugzilla/svn?

You need a developer, and you cannot do it without changing MediaWiki. One person with SVN commit access (for full list see mw:Developers), and one person with system admin rights to make it live on wikimedia servers. Sysops cannot do it. Normal way of doing it is to submit a bugzilla report.

2) Right now on iu:, most of the interface messages are in the db, in the MediaWiki: namespace. However, if I select a variant in my auto-conversion programme, the interface reverts to English. Specifying $fallback = 'iu' doesn't help because there are no software messages defined, only db ones. Is there any way to make the variants fall back on the db?

Frankly, I'm not sure. It seems to me that if you do fallback='iu' that then it should get the right messages, no matter if they are in DB or in messages files. I would recommend putting your localization into MediaWiki, as it might be useful to other people as well. Also, look at the BetaWiki project as well.
